State of Utah Programs
Adult Learner Grant
A grant for adult students who demonstrate financial need and are enrolled in eligible online programs in a designated field of industry need. Eligible programs are (re)certified annually. Currently available at select public and private, nonprofit degree-granting institutions that offer eligible online programs.
Applicants must:
- Be at least 26 years old
- Enroll in an eligible online program at a participating institution
- Be a Utah resident or qualify for resident tuition
- Complete a FAFSA and qualify for a Pell Grant (policy change coming)
Awards can help cover up to the cost of attendance. Awards are prioritized for rural and low-income students. Allocations and funding shared each fiscal year.

Utah Promise Grant
Recipient must be a Utah resident or qualify for resident tuition. Can be used up to the completion of first bachelor’s degree or 120 attempted credit hours.
- Need-based eligibility (determined by the institution)
- Available at all USHE and private, nonprofit institutions
- FAFSA completion required
- Award can cover up to the cost of attendance

Public Safety Officer Career Advancement Grant (PSOCAG)
Available for current public safety officers who are enrolled in coursework to advance their career. Awards can cover tuition and fees (up to $5,000/year). Applicants can be eligible for up to four academic years. Allocations and funding shared each fiscal year.
Applicants must:
- Currently be employed as a certified peace officer in Utah
- Be seeking a degree in a criminal justice-related program
- Complete a FAFSA in accordance with R623

Talent Development Award
The purpose is to recruit and train Utah residents for high-demand jobs through a qualifying degree program. Students should verify eligible degree programs with the institution. Allocations and funding shared each fiscal year, although allocation formula calculations and eligible programs are set every other year.
- Awards cover up to the cost of tuition, fees, and books
- Available at USHE degree-granting institutions
- FAFSA completion required (policy change coming)
- Students must sign a Declaration of Intent to work in a qualifying job in Utah

Technical Education Scholarship
Available to students who enroll in technical education programs that lead to high-demand, high-wage jobs. Awards can cover up to the cost of tuition, fees, and books for up to three academic years. Available at 8 technical colleges, plus Salt Lake Technical College, Snow College, and Utah State University statewide campuses. FAFSA completion required in accordance with R623. Allocations ongoing, funds sent each fiscal year.

T.H. Bell Scholarship
Available to those intent on entering the teaching profession at a public school in Utah.Allocations and funding shared each fiscal year
- Awards cover up to the cost of tuition, fees, and books for up to four years
- Prioritization required for first-generation students, then for those who intend to work in a high-needs area
- Available at Utah public and private institutions with a state-approved teacher education program
- FAFSA completion required in accordance with R623
- Collaboration with a college of education may be required

Veterans Tuition Grant
Assistance for veterans who have exhausted federal veterans benefits to complete their first bachelor’s degree. Allocations set annually; funds sent as institutional reimbursement
Applicants must:
- Be Utah residents or qualify for resident tuition
- Be a military veteran
- Be in the final year of their first bachelor’s program at an eligible institution
- Maintain satisfactory academic progress toward degree
- Have exhausted federal veteran education benefits
- Complete a FAFSA in accordance with R623
- Awards may cover up to the cost of tuition, fees, books, education-related supplies, and housing allowance
- Collaboration with a veteran’s resource center may be required

First Responder Mental Health Grant
- Available to current and retired first responder employees, direct support staff of first responders, and first responder volunteers seeking a degree or certificate to become a mental health therapist.
- Available at USHE and private, nonprofit institutions that offer programs leading to mental health certification
- Two application windows annually, collected by USHE
- Awards can cover tuition and fees after all other gift aid (up to $6,000/year, subject to available funding)
- Applicants can be eligible for up to four academic years
- Recipients and funding sent to institution each semester
- Final award information and expenditure documentation must be submitted at the end of each fiscal year

International Internship Scholarship
Available to students participating in an international internship program who are enrolled at a USHE degree-granting institution, who demonstrate financial need.
Application to be available in advance of each semester.
Applicants must:
- Submit the application to USHE during the application window
- Complete the FAFSA
- Demonstrate financial need
- Up to a $5,000 one-time award (subject to available funding)
- Collaboration with global engagement office may be required
- Recipients and funding sent to institution

Karen Mayne Public Safety Officer Scholarship
Available to prospective public safety officers who commit to working as a certified peace officer in Utah for at least five years. Awards intended to fund education between high school graduation and the age at which student may work as a certified peace officer. Available at all USHE and private, nonprofit institutions.
Students apply during their senior year of high school and must:
- Submit the online application to USHE
- Enroll or defer the fall semester after high school graduation, and remain continuously enrolled
- Complete the FAFSA in accordance with R623
- Enroll in basic training for POST certification when eligible
- Re-apply each year
- Awards cover up to the cost of tuition, fees, and books for up to four years, and may cover the cost of POST certification
- Recipients and funding sent to institution each semester
- Final award information and expenditure documentation must be submitted at the end of each fiscal year

PRIME Scholarship
- Students must earn a TRANSFORM certificate
- Complete five gen ed concurrent enrollment courses, each from a different GE category OR
- Complete a CTE program that is at least 300 hours or six courses OR
- Complete a youth apprenticeship
- FAFSA completion required
- Students submit an application to USHE during their senior year of high school
- $500 one-time award (subject to available funding)
- Students must be enrolled FT to receive an award (unless the student has a formal ADA accommodation)
- Awards can cover up to cost of attendance, but if a student earns Prime and Opportunity, must be applied to tuition and fees first
- Can be used at all USHE and private, nonprofit Utah institutions
- Recipients and funding sent to institution first semester enrolled

Promise Partner Awards
Awards funded in partnership between USHE and select industry partners.
- Students must demonstrate financial need (determined through information from FAFSA)
- Awards can cover cost of tuition and fees
- Should be applied after other state aid
- Should consider other scholarships from the same donor
- Funds are sent to the institution each semester after continued eligibility is verified by USHE
- Final award information and expenditure documentation must be submitted at the end of each fiscal year
- Excess funds should be returned promptly after final award documentation is submitted

Opportunity Scholarship
Award may be used toward tuition and fees after other state aid is considered for up to 4 semesters. Students must be enrolled FT to receive an award (unless the student has a formal ADA accommodation).
- Students apply during senior year
- Simplified achievement-based requirements
- Graduate from a Utah high school with a 3.3 cumulative GPA
- Complete three Advanced Courses (AP/IB/CE)
- Complete FAFSA or approved alternative (for those ineligible to complete a FAFSA)
- Can be used at USHE and private, nonprofit degree-granting institutions

USHE Employee Scholarship
Available for full-time USHE employees who are enrolled as a student at a different USHE institution. Awards can cover cost up to 50% of tuition and fees, subject to annual award cap.
- Award is applied after other state aid
- Funds are sent to the institution each semester after continued eligibility is verified by USHE
- Final award information and expenditure documentation must be submitted at the end of each fiscal year
- Excess funds should be returned promptly after final award documentation is submitted
