Utah State University is committed to the safety and security of our campus community. The Clery Act (1998) is a consumer protection law that aims to provide transparency around campus crime policy and statistics. In order to comply with the Clery Act, universities must collect and submit crime reports and fire statistics, issue campus alerts, and provide an annual security report (sometimes called the Clery Report).
The Clery Act is named for Jeanne Clery, a 19-year-old Lehigh University student who was raped and murdered in her dorm room in 1986. Her killer was another student, and her parents believe she would have been more cautious if she had known about other violent crim es at her university.

Aggie Alerts
USU issues three kinds of campus alerts to students and employees: emergency notifications, crime alerts (timely warning notices), and safety alerts. These alerts improve transparency about crimes on campus and ensure students, staff and faculty are able to protect themselves during an emergency.
Emergency Notifications
USU sends an emergency notification, when a significant emergency or dangerous situation poses an immediate threat to the health and safety of students or employees on campus. A significant emergency could include an impending and dangerous weather event, an active shooter or terrorist attack, or a gas leak.
Crime Alerts/Timely Warnings
USU provides crime alerts/timely warning notices to students, staff, and faculty when there is a potentially dangerous criminal situation that poses a serious or ongoing threat to our campus community so people can take steps to protect themselves. Crime alerts/timely warning notices are required by the federal Clery Act.

Safety Alerts
USU sends a safety alert when there is a safety concern that could affect the campus community. For example, the closure of the university due to significant snow or wind.
Annual Security Reports
USU distributes an annual security and fire safety report to all employees and students by October 1 each year. The annual security report includes campus crime and fire statistics for the previous three years, information about how to report crimes and seek help, and details about how USU is preventing sexual violence and improving campus safety. Student Housing Crime Statistics
Utah State University provides both single and family housing services for students enrolled at the university. University student housing is available at the USU Logan, USU Eastern, and USU Blanding campuses. In providing housing services, the university considers the safety of university residents a priority. Any reports of crime occurring at a university housing facility are addressed as quickly and effectively as possible to best ensure the safety of all university students and campus community members.
Consistent with Utah Code section 53B-28-403, USU provides the number of reports of certain crimes alleged to have occurred at each of the university’s on-campus housing units during previous calendar year. The statistics further include any reports of crime alleged to have occurred at the housing facility of all sororities and fraternities that are officially recognized by the university. These statistics are provided in the USU Annual Security and Fire Safety Report (link above).
Campus Security Authorities
Staff who have significant responsibility for student and campus activities are designated as Campus Security Authorities (CSAs). CSAs include, but are not limited to: Housing and Residence Life staff, campus security, university police, Student Affairs staff, faculty advisors to student clubs, and athletic coaches. CSAs must report "Clery crimes" to USU Police.
Clery Crimes
Clery crimes include (but are not limited to):
- Homicide
- Burglary
- Aggravated assault
- Robbery
- Arson
- Motor vehicle theft
- Domestic violence
- Stalking
- Sex offenses
- Crimes that appear to be motivated by hate or bias (hate crimes)

While some employees are classified as CSAs, University employees have different reporting obligations to the Office of Equity, depending on their job titles and duties, in how they are required to respond to disclosures of sexual misconduct.
